		<description>The RFP was actually for information architecture, functionality of a CMS tool and training, ADA, and social media. Which you might think would inform the design, yes? So how could holding a design contest really do justice to the work completed per the IA/CMS/ADA/SM RFP? Content, experience, and functionality are part and parcel of online communications and experiences, wouldn&#039;t you say? So to tack on &quot;free&quot; design services makes little sense.</description>
