Which you might think would inform the design, yes? So how could holding a design contest really do justice to the work completed per the IA/CMS/ADA/SM RFP? Content, experience, and functionality are part and parcel of online communications and experiences, wouldn't you say? So to tack on "free" design services makes little sense.
